You could have just searched the resolved questions. This one has been asked dozens of times already. The answer is
a) Your information is wrong, which isn’t surprising since you got it from a right-wing think tank.
b) Polar bear populations have increased (but not by 5x) because hunting restrictions were enacted. The population has increased because we stopped killing so many of them.
c) Polar bear populations now being studied are declining because they rely on sea ice for hunting. The sea ice extent is declining due to global warming.
