Why is this website legal? It literally allows the user to listen to any song imaginable for free. Big time artists, underground bands, and even movie soundtracks can be found here. You can even upload your own music for others to listen to.
If downloading free music is such a problem, then why doesn’t the government or record label companies shut it down? What causes these websites to continue functioning?

Listening to music is not and never has been illegal.
The illegality comes from people DOWNLOADING for free thereby depriving the artist of royalties to which he/she is legally entitled.
