Free Music Splicing Program

DVD creator- free download or inexspensive?

i have a dvd camcorder – i need to find a program that i can crop video footage and splice scenes together maybe add background music or something to home videos. Nothing too difficult to figure out – prefferably free but inexspensive programs will do as well. Any help is good help! thank yall

Nero has a video capture function and so does Power Producer.
